US House Passes ISSA Priorities as Part of Major Tax Bill
What it means: On May 22, the U.S. House of Representatives passed a major tax package with a final vote of 215-214. The bill features several key legislative priorities for the cleaning industry and ISSA, including:

  • Expands 529 education savings accounts to empower American families and students to choose the education that best fits their needs, whether it is K-12 materials or obtaining a post-secondary trade credential.
  • Expands the 199A small business deduction to 23% and makes the deduction permanent.
  • Renews 100% immediate expensing for equipment and machinery, 100% immediate expensing for research and development in the U.S., and increased deductions for interest expenses, as well as supports the expansion of new production factories and growing operations in America by allowing 100% expensing for new factories, improvements to existing factories, and other production facilities.

Why it matters: The tax package that the House approved “significantly advances ISSA’s legislative priorities to benefit the cleaning and facility solutions industry—namely, expanding the workforce and training, as well as promoting competitiveness through growth-focused tax policies,” said ISSA Director of Government Affairs John Nothdurft.
What ISSA is doing: ISSA members advocated for legislation to transform 529 college savings plans into career savings plans as part of the 2025 ISSA Clean Advocacy Summit, and have sent nearly 150 messages to their lawmakers urging them to support ISSA’s priority bills. Learn more

As this legislation moves to the Senate for its consideration, we encourage our members to continue to press Congress to expand qualified expenses under 529 savings plans to include post-secondary training and credentialing as part of the 2025 tax package. Take action now

EPA Restructuring, Adding Staff to Office of Pesticide Programs
What it means: While President Trump’s budget for the U.S. Environmental Protection Agency’s (EPA) Office of Pesticide Programs (OPP) remained flat, EPA announced that the agency will restructure and add staff to OPP.
Why it matters: Additional OPP staff should help address the over 12,000 pesticide reviews that are well beyond their statutory timelines.
What ISSA is doing: As part of the 2025 ISSA Clean Advocacy Summit, ISSA members urged their members of Congress to increase OPP resources to more efficiently bring new disinfectants to market, which translates to a well-equipped cleaning industry, empowered to protect public health from evolving threats. ISSA also is a leading member of the PRIA Coalition, which sent a letter to EPA Administrator Lee Zeldin applauding the agency’s reorganization and its potential to address the significant backlog of pesticide reviews. AL, MO Repeal ‘Tampon Tax’
What it means: Alabama (AL HB152) and Missouri (MO HB594) are the latest states to repeal the sales tax on menstrual products, bringing the total number of states to do so to 32.
Why it matters: Eliminating the “tampon tax” is one of the legislative priorities of ISSA’s campaign to end period poverty, which affects an estimated 500 million people worldwide.

CIMS-Certified Company Owner Named Woman Business Owner of the Year
What it means: Aida Veronica Vidal, owner of Custom Cleaning and Management Services (CCMS), is the recipient of the 2025 Woman Business Owner of the Year Award by the U.S. Small Business Administration South Florida District Office.
Why it matters: This significant achievement recognizes Vidal’s exceptional leadership, enduring perseverance, and the substantial positive impact that she and CCMS have made on the region’s business landscape and beyond over more than two decades.
What ISSA is doing: CCMS is an ISSA Cleaning Industry Management Standard (CIMS)-certified company. ISSA congratulates Vidal, who serves on ISSA’s Government Affairs Advisory Committee and as an ISSA State Advocacy Leader for the state of Florida. Learn more

Trump Announces Trade Deals with China, UK
China: The Trump administration announced significant progress with China in trade talks following a two-day meeting in Geneva, Switzerland earlier this month. Under the agreement, the U.S. and China both paused 115% tariffs effective May 14 for 90 days, the National Association of Wholesaler-Distributors (NAW) reports.

Chinese goods are still impacted by 10% global tariffs, 20% tariffs enacted earlier this year in response to the fentanyl crisis, and existing Sections 301 and 232 tariffs on specific products such as steel, aluminum, and automobiles. The 10% global tariffs and 20% fentanyl tariffs do not stack with 301 and 232 tariffs. Accordingly, the U.S. temporarily lowered its overall tariffs on Chinese goods from 145% to 30%, while China cut its levies on American imports from 125% to 10%. Learn more

The U.S. also cut the “de minimis” tariff for low-value items imported from China, according to The Economic Times. The White House reduced these levies to 54% from 120% for items valued at up to $800 sent from China via postal services, with a flat $100 fee to remain, starting May 14. Learn more
UK: Earlier this month, Trump also announced a trade deal with the United Kingdom. Under the deal, the U.K. agreed to increase market access on American energy, agriculture, and aerospace products, NAW reports. The 10% global tariff remains in effect on the U.K. Learn more

The Trump administration continues to negotiate with foreign trading partners ahead of its self-imposed deadline of July 8, when the pause on reciprocal tariffs on roughly 60 countries is due to expire. On Sunday, Trump said that the U.S. would hold off on implementing additional tariffs on the European Union until July 9, giving a reprieve on his threat to impose 50% tariffs on the 27-nation bloc on June 1 if the two sides failed to reach a trade deal.

OSHA to Focus on Workplaces with Highest Injury, Illness Rates
The U.S. Occupational Safety and Health Administration (OSHA) updated the inspection program that directs its enforcement resources to establishments with the highest rates of injuries and illnesses based on injury and illness data submitted in accordance with OSHA’s recordkeeping requirements. Hawaiian Cleaning Company Fined for Withholding Overtime Pay
The U.S. Department of Labor is seeking hundreds of workers who are owed their share of more than $3.8 million in unpaid overtime withheld by a Kilauea, Hawaii staffing agency and Lihue, Hawaii cleaning contractor following a federal investigation and litigation, according to Cleaning & Maintenance Management. Non-flushables Wastewater Bill Advances
The bipartisan Wastewater Infrastructure Pollution Prevention and Environmental Safety (WIPPES) Act (S 1092), which would allow for federal preemption over state laws regulating “do not flush” labels, is going through mark up in the U.S. Senate–a significant step toward passage. ISSA strongly supports this bill. Take action now

MO Lawmakers Repeal Paid Sick Leave
Weeks after a new earned sick leave law took effect, Missouri lawmakers voted to repeal it, upending compliance plans and raising fresh questions for employers across the state, JD Supra reports. Learn more

NJ Employers: Pay Transparency Arrives June 1
Beginning June 1, a newly enacted pay transparency law will require New Jersey employers with 10 or more employees to disclose specific compensation details in their advertisements and postings for job openings and transfer opportunities, and to notify all current employees in the affected department of promotional opportunities that are advertised internally or externally in advance of the decision, according to The National Law Review. FL Passes Restrictive Covenants Bill
The Florida Legislature passed legislation (HB 1219) to permit two new forms of non-compete provisions under Florida law, The National Law Review reports. The new provisions include a covered garden leave provision and a provision limiting a noncompete to a specific geographic area and time period, both of which would be enforceable through injunctive and other relief. If enacted, HB 1219 would become effective on July 1, 2025. Learn more

NM Restricts PFAS in Products
New Mexico enacted a statute restricting intentionally added PFAS in products, similar in scope to Maine’s and Minnesota’s existing laws, according to JD Supra. Learn more
